In the UK pepper spray is classed as a prohibited firearm under Section 5 of the Firearms Act - the same category as a pistol - and arriving passengers have been arrested over a keychain canister; also illegal in Ireland, Denmark, Singapore and Japan without permits. Legal to buy in the US does not make it legal to land with.
