customs.gov.ru refuses foreign connections (ECONNRESET/ECONNREFUSED) and IATA is Cloudflare-walled, so numbers were confirmed via the EAEU Decision 107 framework echoed by a Russian state airport page and multiple travel-law sources. Sanctions-era quirk: EXPORTING foreign-currency cash over USD 10,000 equivalent is banned outright (Presidential Decree No. 81 of Mar 2022) - arrival declaration rules above are unaffected
