Full rule

1 litre spirits (over 22% up to 60%) + 1.5 litres wine (2.5-22%) + 2 litres beer/cider/alcopops (over 2.5% up to 4.7%); spirits quota may be swapped for 1.5 litres extra wine or beer, wine quota for equal beer - so up to 5 litres beer with no spirits/wine; 18+ for beer/wine, 20+ for over 22%

Good to know

Alcohol-swap rules are one-directional: spirits->wine/beer and wine->beer only, never toward stronger drinks, and tobacco can no longer be swapped for alcohol. Beverages over 60% prohibited; nicotine pouches, heated tobacco (IQOS), shisha and flavoured e-cigarettes banned from import. toll.no returns 403 to WebFetch but serves plain curl with a browser UA
